SEC sues ex-Santander executive, ex-Spanish judge for insider trading

NEW YORK (Reuters) - The U.S. Securities and Exchange Commission has charged a former Banco Santander SA executive and a former Spanish judge with insider trading over a proposed takeover of Potash Corp of Saskatchewan Inc on which the Spanish bank had given investment banking advice.

In a lawsuit filed on Tuesday in U.S. District Court in New York, the SEC is seeking to recover nearly $1 million of alleged illegal profit by Cedric Ca?as Maillard, a former adviser to Banco Santander's chief executive, and Julio Mar?n Ugedo, the former judge.

According to the SEC, Ca?as, 40, had learned on August 5, 2010, that Santander was helping Anglo-Australian mining giant BHP Billiton Ltd prepare a bid for Potash, a fertilizer company based in Saskatoon, Saskatchewan.

The SEC said that Ca?as, a Harvard Business School graduate, then tipped the acquisition to Mar?n, 42, a close friend with whom he had grown up and still talked to by phone, text message or email dozens of times a month.

According to the SEC, Ca?as soon bought the equivalent of 30,000 Potash shares through contracts-for-difference (CFD), which are leveraged securities not traded in the United States, and Mar?n bought 1,393 Potash shares. It said Mar?n has admitted to discussing Potash with Ca?as before making that purchase.

On August 17, 2010, Potash rejected an unsolicited $38.6 billion takeover from BHP Billiton, but the news caused Potash's share price to shoot up more than 25 percent that day.

The SEC said Ca?as and Mar?n quickly sold their securities, realizing respective net profits of $917,239 and $43,566. It seeks to recover those sums and impose civil fines.

"Ca?as used his position as an insider at an investment bank to trade CFDs based on confidential information," Daniel Hawke, chief of the SEC's market abuse unit, said. "To those who think they can mask their insider trading by trading CFDs rather than the underlying equity security, this case demonstrates our resolve to detect such trading and hold them accountable."

The SEC said Ca?as left his job at Santander in 2011 and now lives in Madrid, while Mar?n lives in Badajoz, Spain.

It is unclear whether the defendants have hired lawyers. Neither could immediately be reached for comment. Santander spokeswoman Julia Hayley declined to comment.

In April 2011, the SEC said former Santander analyst Juan Jose Fernandez Garcia agreed to pay more than $626,000 in disgorged profit and fines to settle insider trading charges relating to Potash. He did not admit or deny wrongdoing.

Canada ultimately blocked the Potash takeover on the ground that it did not provide a "net benefit" to the country.

The case is SEC v. Ca?as Maillard et al, U.S. District Court, Southern District of New York, No. 13-05299.

Estimate of French diamond heist balloons to $136 million

PARIS (AP) ? Wearing a scarf to mask his face, the gunman held up at least three security guards and then fled the luxury Cannes hotel roughly a minute later with $136 million in diamond jewelry, more than twice the initial estimated worth of the loot.

The simple, speedy theft is the biggest jewelry heist in years. Police had previously said Sunday's theft at the Carlton Intercontinental Hotel had netted ?40 million ($53 million) worth of treasure ? even at that level a major haul. Reached by The Associated Press, Philippe Vique, an assistant prosecutor in the Riviera town of Grasse, said the Dubai-based organizer of the diamond show had since raised the value based on a more complete inventory.

Vieques described a canny, but quick and logistically simple, break-in. The suspect somehow got in through the hotel's locked French doors, which open onto Cannes' famed Croisette promenade, then held up the participants of the show with a handgun and fled on foot. The hold-up itself took about a minute, all with three private security guards, two vendors and a manager of the sale-exhibit on hand, he said.

No customers were present at the time.

"He took a bag containing a briefcase and a small box, and then fled by another French door on the inside," Vique said. "He left on foot ... it was very fast."

The bag contained rings, earrings and pendants, Vique said. As the suspect began his getaway, a few jewels spilled out of the bag of loot and were quickly recovered.

"I wouldn't say it was easily done ? opening a locked door..." Vique said. "He found a way to open it. Why was he able to open this door?"

The jewelry was part of a display centering on the prestigious Leviev diamond house, which is owned by Israeli billionaire Lev Leviev. It was to run until the end of August.

A Leviev spokesman declined to comment. A day earlier, the company issued a statement saying its officials were cooperating with authorities and were relieved that no one was injured in the robbery.

The hotel, in a statement, confirmed the robbery and said none of its employees or guests "were involved in or affected by the incident." The Carlton said it was cooperating with police and would not comment further on the criminal investigation.

Jonathan Sazonoff, U.S. editor for the Museum Security Network website and an authority on high-value crime, told the AP on Sunday that police were likely to probe whether the heist was linked to recent jail escapes by alleged members of the Pink Panther jewel thief gang.

Vique said authorities were pursuing all possible leads and reviewing surveillance video footage, notably from cameras put in place by Cannes municipal authorities. But he said there was no indication so far that the suspect had links to any organized crime group.

The luxury hotel featured prominently in Alfred Hitchcock's "To Catch a Thief," starring Cary Grant as a reformed burglar chasing a jewel thief. Beyond the fiction, the Carlton has already been hit by a jewelry theft: In 1994, machine-gun-toting thieves stole $45 million in gems from the hotel ? an ornate, opulent fixture of the city's most-renowned boulevard. Stars throng the hotel each year for the Cannes Film Festival, and tourists rich and middle-class alike are common.

A compound found in soybeans may become an effective HIV treatment without the drug resistance issues faced by current therapies, according to new research by George Mason University researchers.

It's in the early stages, but genistein, derived from soybeans and other plants, shows promise in inhibiting the HIV infection, says Yuntao Wu, a professor with the George Mason-based National Center for Biodefense and Infectious Diseases and the Department of Molecular and Microbiology.

Still, that doesn't mean people should begin eating large amounts of soy products. "Although genistein is rich in several plants such as soybeans, it is still uncertain whether the amount of genistein we consume from eating soy is sufficient to inhibit HIV," Wu says.

Genistein is a "tyrosine kinase inhibitor" that works by blocking the communication from a cell's surface sensors to its interior. Found on a cell's surface, these sensors tell the cell about its environment and also communicate with other cells. HIV uses some of these surface sensors to trick the cell to send signals inside. These signals change cell structure so that the virus can get inside and spread infection.

But genistein blocks the signal and stops HIV from finding a way inside the cell. It takes a different approach than the standard antiretroviral drug used to inhibit HIV.

"Instead of directly acting on the virus, genistein interferes with the cellular processes that are necessary for the virus to infect cells," Wu says. "Thus, it makes the virus more difficult to become resistant to the drug. Our study is currently it its early stage. If clinically proven effective, genistein may be used as a complement treatment for HIV infection."

Wu sees possibilities in this plant-based approach, which may address drug toxicity issues as well. Because genistein is plant-derived, it may be able to sidestep drug toxicity, a common byproduct of the daily and lifelong pharmaceutical regimen faced by patients with HIV to keep the disease at bay, Wu says. Typically, patients take a combination of multiple drugs to inhibit the virus. The frequency can lead to drug toxicity. Plus, HIV mutates and becomes drug-resistant.

Wu and his team are working at finding out how much genistein is needed to inhibit HIV. It's possible that plants may not have high enough levels, so drugs would need to be developed, Wu says.

Wu's research is feeling the financial squeeze these days due to sequestration and budget cuts within the National Institutes of Health, he says. His lab has turned to novel ways to fund the HIV research, including the genistein project. A bicycle ride dubbed NYC DC AIDS Research Ride raised money for Wu's lab a few years ago and has stepped up its efforts with a new fundraiser.

MakerPlane's open source aircraft funding campaign gets off to a slow start (video)

There are some things in this world we're not sure are improved by the 3D printing process, like firearms and food. Aircraft might also be on that list, but no amount of dubiousness will stand in the way of MakerPlane's open source plane. The aviation company's ambitious Indiegogo campaign went live last week (check out the video below), but its quest for funding looks like it's going to be a major uphill climb. At the time of this writing, the campaign had yet to breach the $800 mark, a far cry from its $75,000 goal. While part of the reason for the slow funding can be chalked up to a certain level of skepticism when it comes to a plane made with 3D printed parts and open sourced avionics software, the lack of plane-related rewards might also be holding the company back from reaching its endgame. For example, a $10,000 pledge will only get your corporate logo on the display craft's fuselage. That being said, somebody's got to dream big. Just don't ask us to get in your homemade plane.

OAKVILLE, Ontario, July 27 (Reuters) - Brandt Snedeker will take a one shot cushion into the final round of the Canadian Open after leader Hunter Mahan walked away from a potential $1 million payday on Saturday to be home for the birth of his child.

A wild day of rain delays, spectacular charges and a dazzling nine-under 63 from Snedeker at Glen Abbey Golf Course were all overshadowed by Mahan's hurried exit that threw the tournament wide open.

Mahan, a five-time winner on the PGA Tour, had held a two shot overnight lead but while warming up on the driving range received word that his wife Kandi had gone into labor.

One of the hottest players on PGA Tour after having played in the final group at both last week's British Open and before that the U.S. Open, Mahan did not hesitate to give up his shot at the $1 million winner's purse, rushing back to Dallas for the birth of his first child.

"On the seventh tee I looked up and I didn't see Hunter's name on the leaderboard and I looked at my caddie, and go, 'What's going on'," Snedeker told reporters. "He goes, 'I think Hunter had to leave because Kandi went into labor.'

"Hunter was going to be hard to catch because he was playing so good.

"With him leaving now, the tournament is wide open and I knew I had a chance if I could keep the momentum going after the first six holes to really ride it out and do something special today."

With Mahan's name off the leaderboard the scramble was on as golfers took advantage of the soft conditions to attack the Jack Nicklaus designed layout.

Snedeker, who began the day a massive eight shots back of Mahan, surged to the top behind an error free display that was just one birdie shy of equaling the Glen Abbey course record of 62.

Lurking one shot back is David Lingmerth, who eagled the par five 18th, to cap off a round of seven-under 65 and put the Swede in contention for a maiden PGA Tour title on 13-under 203.

Matt Kuchar, the highest ranked player in the field at number six, fired a bogey-free eight-under 64 will start Sunday's final round just two back alongside Jason Bohn, who had a 66.

"I think Hunter right now is playing some of the best golf of anybody in the world," said Kuchar. "To be in the final group of the U.S. Open, final group of the British Open, come here playing just great golf, you knew he was just going to continue to play good golf.

"Not having him in the field kind of bunches the rest of us up and I think kind of gave everybody a chance."

With thunder storms in the area warning horns sounded at exactly noon with spectators and players ordered to evacuate the course.

Before the 80-minute delay several of the early starters, including a trio of former Masters champions Fijian Vijay Singh (2000) and South Africans Charl Schwartzel (2011) and Trevor Immelman (2008) had already mounted charges.

Singh, winner of the 2004 Canadian Open in a playoff over local favourite Mike Weir, got an overcast day off to a bright start going birdie-eagle-birdie to jump up the leaderboard.

The big Fijian would add four more birdies before his round unraveled with a double-bogey at the 15th just prior to the delay followed by a bogey at the 16th right after play resumed but still finished with a 66 to sit just six off the pace.

Immelman also had a 66 but will start five back of the leader while Schwartzel (66) has the most work to do seven shots behind the leader. (Editing by Gene Cherry)

    JPMorgan mulls sale of commodities unit

    (AP) ? JPMorgan is considering selling part of its commodities business.

    The bank is considering a "full range of options," for the unit, which trades in oil, natural gas and base metals such as copper. The lender is also mulling a spin-off or a partnership as alternatives, the bank said in a statement Friday.

    JPMorgan will continue to offer other banking services in the commodities market, in areas such as financial derivatives trading.

    Spokesman Brian Marchiony said the decision was driven by several factors including the potential of new regulations.

    Wall Street banks are facing increased scrutiny of their involvement in businesses that store and transport commodities such as oil.

    A Senate committee on Tuesday conducted a hearing into whether banks should be allowed to control power plants, warehouses and oil refineries.

    Timothy Weiner, an executive at brewer MillerCoors, told lawmakers at the hearing that regulators, including the Federal Reserve, should strengthen their oversight of bank activities in the market for aluminum and other base metals.

    Bullock, Clooney to open 70th Venice Film Festival

    ROME (AP) ? The Venice Film Festival marks its 70th edition with films starring George Clooney and Sandra Bullock as astronauts adrift in space, Scarlett Johanseen as a seductive alien roaming the Scottish countryside and Judi Dench as a single Roman Catholic woman searching for a son she was forced to give up decades before.

    Festival director Alberto Barbera concedes that many of the films in the lineup announced Thursday are bleak in their outlook, particularly the ones from countries hit by the ongoing economic crisis.

    "Cinema mirrors reality, so we can't complain if auteur films today gives us an image of our times that is not consoling," Barbera told a news conference.

    Twenty films will vie for the coveted Golden Lion at the world's oldest film festival, which opens Aug. 28, with the jury headed by Bernardo Bertolucci.

    The films include Terry Gilliam's "The Zero Theorem," starring Christoph Waltz as a reclusive computer genius, and Peter Landesman's "Parkland," which examines the chaotic events at Dallas' Parkland hospital the day John F. Kennedy was assassinated. Indie director Kelly Reichardt returns to Venice with "Night Moves," starring Jesse Eisenberg, Dakota Fanning and Peter Sarsgaard as environmental activists plotting to blow up a dam.

    Johansson appears in Jonathan Glazer's highly anticipated science fiction thriller "Under the Skin," while Dench stars in Stephen Frears' "Philomena."

    Director Alfonso Cuaron's "Gravity," starring Clooney and Bullock, will open the festival and is among 17 films showing out of competition. Thierry Ragobert's documentary "Amazonia" closes the event on Sept. 7.

    The lineup is strong on independent, auteur films and light on blockbusters, a delicate point for organizers competing with Cannes, which shows in the spring, and Toronto, which overlaps with Venice.

    "Venice on paper takes more risks ? for example, taking two documentaries in competition, a first by any festival, and organizing an auteur cinema to support and promote these films," said Barbera.

    Barbera, who is in the second year of a new mandate after directing the festival from 1998 to 2002, is intent on securing the festival's role as a launch pad for new films. Venice has premiered such films as the "The Hurt Locker," which went on to win an Academy Award for best film, and the highly acclaimed "Black Swan."

    The festival will showcase 53 new feature films, all but two world premieres, with 33 countries represented in the overall selection, which also includes sections on new trends and short films. Of the 20 films competing for the Golden Lion, five are American, four British and three Italian.

    The lineup includes films by three Oscar-winning directors: Hayao Miyazaki with an animated film about a Japanese fighter plane designer, Errol Morris with a documentary about former U.S. Defense Secretary Donald Rumsfeld, and Poland's Andrzej Wajda with a movie depicting the life of Solidarity leader Lech Walesa. The first two are in competition.

    The other documentary in competition is Gianfranco Rosi's "Sacro GRA," about life on the highway that rings Rome.

    Three previous Golden Lion winners are returning to the Lido. They include Italy's Gianni Amelio with "L'intrepido," or "The Intrepid," and Taiwan-based director Tsai Ming-liang with "Stray Dogs," both in competition. Last year's winner, Kim Ki-duk, premieres "Moebius," his follow-up to "Pieta" that has generated controversy at home in South Korea for its graphic content.

    USA Today: Why Coach K just won't retire from Team USA or Duke

    LAS VEGAS ? Mike Krzyzewski sensed ? for the first time last year ? the end of his long and successful coaching career with Duke and USA Basketball.

    "I'm in my mid-60s. Is it time? Is that time coming up? I never think of the end, and I said maybe it is," Krzyzewski told USA TODAY Sports on Thursday in meeting room at Wynn hotel and casino. "You start thinking, 'Wow, this is wearing you down a little bit.' Maybe it's just that time or that time is coming because for the most part, I don't get worn down coaching."

    That's the reason Krzyzewski initially said he wasn't returning to coach the U.S. men's basketball team for another season. He didn't think he would be still coaching Duke by then. "As a military person, you wouldn't take a unit into that level of combat if you weren't combat-ready," he said. "That would be the worst thing a leader could do."

    "I had a really great year with my Duke team. I loved my Duke team this past year," he said. "Most of the time, I love my Duke team. But I got a little bit refreshed."

    He decided that he would coach Duke through the 2015-16 season ? "at least" ? and with that decision out of the way, he decided to coach Team USA in the 2014 FIBA Basketball World Cup in Spain and 2016 Summer Olympics in Rio de Janeiro.

    "My wife (Mickie) has always told me, 'Don't make the decision to stop coaching when you're tired,' " Krzyzewski said. "For the most part you shouldn't make decisions if you're tired because you're weaker and you're not sharp."

    The final week of the Olympics was difficult for Krzyzewski, who is 62-1 since taking over the national team in 2005 and has won two Olympic gold medals and one world championship. Upon reflection, USA Basketball chairman Jerry Colangelo described Krzyzewski as an irritable bear.

    "That was probably, outside of when we first started and lost to Greece, that last week was the hardest week for me in coaching the U.S. team, and not because of attitudes because of the situation," Krzyzewski said.

    After a 66-game, lockout-shortened NBA season in 2011-12, Krzyzewski said U.S. players, four of whom played in the NBA Finals, were "fried mentally."

    "The championship ended eight days before we started training camp. These guys, they were on their last emotional legs," he said.

    "London was a bear. Our country, and I'm not complaining about this, most people think winning is just easy, and it's not. Because when we had that approach in the late '90s and early 2000s, we were either close to being beaten or were beaten and also we weren't who we should be on the international stage as far as how we acted. These guys had been fighting for a long time, and I was worried."

    Team USA left London with gold, and Krzyzewski said he was done coaching it. But even two weeks after the Olympics, at the Basketball Hall of Fame induction ceremony, Colangelo said he sensed Krzyzewski was interested in returning. Krzyzewski said he was interested in returning to USA Basketball but wasn't sure in what capacity.

    "I will always have an interest in USA Basketball," Krzyzewski said. "Talking at the Hall of Fame, it was 'How I could stay on and help (in any capacity).' You do it for seven years, it's tough to go cold turkey and also, it's not good for the organization because we had been successful."

    But Colangelo still wanted Krzyzewski to coach. After Duke's season, Krzyzewski met with his wife and family and the president, athletic director and his coaching staff at Duke, seeking opinions on another run with the U.S. men's team.

    Then, Krzyzewski and his wife met with Colangelo and USA Basketball men's national team director Sean Ford met in Las Vegas in May.

    "As I was going through, it became evident to me that I should do this," he said.

    A recent tabloid report alleged that Coco Martin married a nonshow biz girl in Canada, where the Kapamilya actor once worked as a janitor. The rumor was not entirely new, but it nonetheless piqued the interest of the entertainment press during the recent Yahoo! OMG Awards at the SM Mall of Asia Arena, where Coco bagged the actor of the year award.

    ?Where did they get that [story]? ?Di naman ako umaalis [ng bansa],? said Coco, looking unperturbed.

    ?Not when you were back [in Canada]?? a reporter pressed. ?Wala?never,? he replied.

    The anticipated denial, however, didn?t happen without a bit of a hassle. A few moments after Coco received his trophy onstage, he proceeded backstage for the requisite congratulatory chat with the event?s hosts.

    Not about to go without videos and juicy sound bites for their talk programs, TV crews from the three major networks, together with a pack of jostling writers, hounded Coco, his staff and a group of bouncers who were trying to make their way out.

    Khartoum, Reuters?Sudan?s currency has fallen to a record low against the dollar on the black market since South Sudan started reducing cross-border oil flows in a row over alleged support for rebels, dealers said.

    There is little foreign trading in the Sudanese pound (SDG) but the black market rate is an important indicator of the mood of the business elite and of ordinary people left weary by years of economic crises, ethnic conflicts and wars.

    The rate is also watched by foreign firms such as cellphone operators Zain and MTN and by Gulf banks who sell products in pounds and then struggle to convert profits into dollars. Gulf investors also hold pound-denominated Islamic bonds sold by the central bank.

    On Wednesday, one dollar bought SDG 7.35 on the black market?which has become the business benchmark?compared to 7 last week, black market dealers said. The central bank rate is around 4.4.

    The pound has more than halved in value since South Sudan became independent in July 2011, taking with it three-quarters of the united country?s oil output. Oil was the driver of the economy and a key source for dollars needed for imports.

    Last week, South Sudan said it would close all oil wells by the end of July after Sudan notified it a month ago it would halt cross-border oil flows unless Juba gave up support for rebels. South Sudan denies the claims.

    Flows had only resumed in April after an earlier 16-month oil shutdown following South Sudan?s secession.

    ?People worry that oil flows will stop,? said a dealer in Khartoum. ?Demand for dollars is already now exceeding what?s available in the market.?

    The oil row threatens some USD 500 million Sudan could have expected in pipeline fees from South Sudan this year, according to the International Monetary Fund (IMF).

    Sudan has sought to replace oil revenues with gold exports, reaping USD 2.2 billion in the last year. It has not published any figures for this year yet, but analysts expect a decline due to a recent fall in gold prices.

    Sudan avoided an ?Arab Spring? that unseated rulers in nearby Egypt, but soaring inflation has sparked small protests against President Omar Hassan Al-Bashir, in power since 1989.

    The fall of the pound has hit hard Kuwait?s biggest cell operator, Zain, which posted a 27 percent fall in first-quarter net profit due to its Sudan operations.

    South Florida's Wednesday forecast calls for mostly sunny skies with afternoon highs in the upper 80s, overnight readings in the mid 70s and a 40 percent chance of showers and storms.

    Thursday's forecast is similar.

    Meanwhile, Tuesday's weather produced a small tornado that touched down briefly in the afternoon damaging dinghies and watercraft at a State Road 84 catamaran dealer.

    "There was a very quick and apparently a quite weak funnel, which touched down pretty briefly," said meteorologist Robert Molleda, of the National Weather Service in Miami. "This was really minor."

    Nobody was injured but the estimated property damage at Power Catamarans of South Florida, located at 2541 West State Road 84, was between $8,000 and $10,000, co-owner Bruce Wade said.

    The tornado touched down at about 1 p.m. and in less than a minute caused quite a ruckus, Wade said.

    "It was just a regular little thunder storm with some rain and then all hell broke loose," Wade said. "The next thing we know, we have boats flying around the yard."

    British Prime Minister calls for Internet blacklist

    In an effort to combat illegal Web traffic, Prime Minister David Cameron announced a plan to blacklist certain Internet sites, and create "family friendly" Wi-Fi networks.

    A ?family friendly? home network filter will become part of a default setting for the four major Internet service providers by the end of this year, says British Prime Minister David Cameron on Monday.

    During the speech, Mr. Cameron outlined his plan to protect children from destructive Web content with automatic filter systems for devices with Internet capabilities such as computers and cellphones.

    A version of Cameron's speech was leaked on Sunday, and a transcript was made available on the prime minister's website before the speech took place.?

    The increasing availability of pornographic images is harmful to children, and accessing such content is ?distorting [children's] views of sex and relationships,? Cameron says. Pornography will still be available to those of age, he explains during his Monday speech. But websites with mature content will be blocked for those under the age of 18, in keeping with national laws prohibiting the underage from watching certain films, or going into sex shops.?

    To filter underage content, the British government has made agreements with the state?s four major Internet providers ??TalkTalk, Virgin, Skye, and BT ??that only the account holder can change the Internet filters. By law, the account holder has to be an adult, 18 or older.

    ?Family friendly filters? will be applied across all public Wi-Fi networks. Mobile phone operators have agreed to put adult content filters onto phones automatically, and will require proof of age before granting access to mature content.

    As part of his effort to create a safer Internet for Britons, the prime minister also put forward plans to filter search engine results to block child abuse images, pornographic portrayals of rape, and images of other illegal sexual acts.

    Cameron proposed creating a blacklist of terms that would include, for example, "child abuse." Under this system, if you search ?child abuse,? the search engine would offer a list of alternatives such as: ?Do you mean child sex education?? or ?Do you mean child gender?? This is designed to prevent Internet search engines from presenting pathways into illegal images.

    The blacklist would be compiled by the?Child Exploitation and Online Protection Centre. ?

    ?I have a very clear message for Google, Bing, Yahoo and the rest: you have a duty to act on this ??and it is a moral duty,? Cameron says. The prime minister?s goal is ?obliterating this disgusting material from the Internet.? ?

    In his speech, Cameron holds the Internet search engines accountable for their search results.

    ?You are not separate from our society, you are part of our society, and you must play a responsible role in it,? Cameron tells Internet providers in his speech.

    Cameron has said that he does not want to legislate these changes, but if the Internet companies have not made changes by October, lawmakers are ?already looking at the legislative options [that they] have to force action.?

    Currently, it is illegal to posses violent pornographic material in Scotland, but a loophole in the law means that it is not illegal in England or Wales.

    Internet companies are subject to laws in the country in which they operate.

    However, critics of Cameron?s proposals to crack down on illegal Internet activity have labeled it ?rather 1995.?

    ?Banning search terms seems unlikely to combat the serious activity, which is independent of search engines,??writes?Jim Killock, the Executive Director of the Open Rights Group website, in a blog post on the organization?s website.?Many predators are witting enough to use Web browsers and service that hide their tracks, such as Tor.?Cameron?s symbolic gesture to get rid of child abuse images is valiant, but vapid, chasing hints of predatory behavior, while overlooking the larger problem of identifying real predators, Mr. Killock says.?

    Cameron also announced that a curriculum for an Internet education program was being developed for both children and their parents to create a healthier understanding of how to use the Web. Telecommunication companies such as Vodafone are working to publish a new educational book: "The Digital Facts of Life."
